Actually, so I did JOSEPHFLACK's workaround (change the value of the k_TimeOutDelta from 30f to 300f) , saved the script, went back to Unity where it started Importing assets, and things are fine. I went back to the script and the script still has the value of 30...strange.

A work around that has been working for me is to open the XRPackageMatadata Script when the error occurs, go to line 94 and change the value of the k_TimeOutDelta from 30f to 300f. It hasn't done this to me since.
