[XR SDK] OpenVR XR Plug-in provider is not enabled when project is ran in batch mode
Reproduction steps:
1. Open the attached project ("XrLoaderTest.zip")
2. Open XR Plug-in management settings (Project Settings)
3. Disable all Plug-in providers and close the editor
4. Open "TestOculus.bat" and "TestOculus.bat" files (project folder)
5. Change editor paths
6. Run "TestOculus.bat", open the Editor, disable all Plug-in providers, and close the editor
7. Run "TestOpenVr.bat", open the Editor, observe Plug-in providers
Expected result: OpenVR Plug-in provider is enabled
Actual result: OpenVR Plug-in provider is disabled
Reproducible with: 2019.4.26f1, 2020.3.8f1, 2021.1.7f1, 2021.2.0a17
Could not test with: 2018.4.34f1 (XR SDK not available)

Resolution Note (fix version 4.0.6):
Fixed in XR Management 4.0.6 package, which is now available in Unity 2019.4 and greater.
