[Win] Player splashscreen does not fade into the first scene unlike shown in the preview

Steps to reproduce:

  1. Create and open a new URP 3D Project
  2. Open Edit > Project Settings > Player
  3. Expand "Splash Image" section
  4. Preview the splashscreen (observe the gradual fade into the first scene)
  5. Build and run the project
  6. Observe the splashcreen

Actual results: The splashscreen snaps to the first scene

Expected results: The splashscreen gradually fades into the first scene (matches the preview)

Reproducible with versions: 2023.1.0a10, 6000.0.73f1, 6000.3.14f1, 6000.4.4f1, 6000.5.0b5, 6000.6.0a3
