[WebGL] file:// error lost with new embedding scheme
-e: there used to be an error when trying to start a build on a browser that doesn't support loading local JS files. now it is gone
-repro:
--create new project
--build for WebGL
--start with Chrome without the flag to allow local JS loading
--load the build in Chrome
--NOTICE it just fails to initialize without an error being prompted
-works fine in 5.5 and before
-stops working in 5.6.0f1
