[Vulkan] Surface shader color flickering when Albedo is (0,0,0) and instancing on
1. Open attached project
2. Open "FlickeringQuad" scene
3. Enter playmode and observe the flickering (also reproducible in Standalone, Android builds)
Expected result - Quad is not flckering
Actual result - Quad is flickering
Note - Happens only on Vulkan, did not reproduce on other Graphics API's (including Metal)
Reproducible with - 2019.1.0a12, 2018.3.0b12, 2018.3.0a1
