Videos are being transcoded when switching platform even when they are cached in Cache Server
How to reproduce:
1. Open user attached project
2. Enable Cache Server
3. Switch platform
Expected behaviour: Caching transcoded videos in Cache Server allows to not re-transcode videos for another platform (if the video is compatible with the platform)
Actual behaviour: Videos being transcoded again when switching the platform regardless
Reproduced on: 2017.1, 2017.2
Not reproduced on: 2017.3.0b1
Fixed in: 2017.1.3p1, 2017.2.1p1
