[UWP] Japanese IME is disabled in app
Steps to reproduce:
1. Enable the Japanese language in windows
2. Download 1158262_repro.zip project
3. Switch platform to UWP and build project
4. Open VS solution and build player
5. Type something in Japanese with enabled IME
Expected results: Text is typed in Japanese
Actual results: Typed texted doesn't appear in the input field
Reproduced with: 2019.3.0a4, 2019.2.0b4, 2019.1.5f1, 2018.4.1f1, 2017.4.27f1

- Not reproducible in Standalone player
