[UWP] Capabilities are not changed when rebuilding the project
How to reproduce:
1. Open the attached project "2022-3-uwp-ds5.zip"
2. Plug in a PS5 or PS4 controller
3. Build And Run the project
4. Notice the controller does not show up in the Player
5. Exit the Player
6. Tick HumanInterfaceDevice in Edit>Project Settings>Player>UWP>Publishing Settings>Capabilities
7. Save the project
8. Repeat step 3
Expected results: The controller does show up in the Player
Actual results: The controller does not show up in the Player
Reproducible with: 2021.3.27f1, 2022.3.1f1, 2023.1.0b19, 2023.2.0a18
