[UI] Button is highlighted when Button.interactable is set to false and then to true
Reproduction steps:
1. Open the attached project
2. Enter Play mode
3. Press on the left button
4. Press on the right button
Result: the left button is highlighted when the "interactable" field is set to true
Reproducible on: 5.4.4p1, 5.5.1f1, 5.6.0b5 (regression must be somewhere in the list of 5.4)
Not reproducible on: 5.0.4f1, 5.2.5f1, 5.3.7p1
Tested on Windows 10

it's happening in 5.5.1p1 and it's ok in 5.4.2p1, it's a regression from 5.4.2p2
