Tool handles are invisible in Scene View when certain objects are selected

Steps to reproduce:
1. Create a new project
2. Create or select Main Camera in Hierarchy
3. Select Move Tool in Scene View
4. Observe Scene View

Expected result: Move Tool handles appear in Scene View and selected object can be moved
Actual result: Move Tool handles are not rendered

Reproduced with: 2022.1.0a13, 2021.2.1f1
Didn't reproduce with: 2022.1.0a12, 2021.2.0b17, 2021.1.27f1, 2020.3.21f1, 2019.4.32f1

Note:
Affects Move, Rotate, Scale, Rect, Transform tool handles
Handles are rendered as expect for specific objects (e.g. empty gameobject, cube, etc.), but not for others (e.g. camera, directional light, etc.)

    If you disable gizmos, you see handles, but you can't see, for example, canvas border, which makes UI design much harder.

    if you disable Gizmo Toggle they are shown and working properly.

    To add, if the gizmo for the object is hidden, then the handles are visible.

    Light Probes yellow gizmos are also not showing in 2021.2.1f1
