Tool handles are invisible in Scene View when certain objects are selected
Steps to reproduce:
1. Create a new project
2. Create or select Main Camera in Hierarchy
3. Select Move Tool in Scene View
4. Observe Scene View
Expected result: Move Tool handles appear in Scene View and selected object can be moved
Actual result: Move Tool handles are not rendered
Reproduced with: 2022.1.0a13, 2021.2.1f1
Didn't reproduce with: 2022.1.0a12, 2021.2.0b17, 2021.1.27f1, 2020.3.21f1, 2019.4.32f1
Note:
Affects Move, Rotate, Scale, Rect, Transform tool handles
Handles are rendered as expect for specific objects (e.g. empty gameobject, cube, etc.), but not for others (e.g. camera, directional light, etc.)

Custom handles also won't show up in 2021.2.1 and 2021.2.2. Tested with Handles.PositionHandle and Handles.FreeMoveHandle.
Turning off scene view gizmo display won't resolve this issue.

Same for me, it's on the top left BUT if you try click on it and for example move it, it will dismiss it.

For me, the Camera/Directional Light Gizmos are not hidden, but actually located in the very top-left corner of the 3d viewport (Scenes-tab). They're super-tiny, so you have to look REALLY closely.
If I zoom out (scroll back), then the Gizmos become larger and easier to see, but still stuck in the top-left corner of the viewport though.

For me, it doesen't work in both 2D and 2Dmobile spaces. Camera, Canvas and anything on it is not working.

I reported this before finding this one. But this happens with a standard project too, non HDRP.
This is happening for Main Camera an Light. But with an object, the gizmo is visible.

For me, the Lights also not showing the "Effected Area" Lines: 2021.2.2f1 (same in 2021.2.1f1)
