[Themes] Tooltip is not shown when hovering over 'services' button in the top right corner of Editor
Reproduction steps:
1. Create or open any project
2. Hover over "cloud" button on the top right corner
Expected result: Services tooltip is shown
Actual result: No tooltip is shown
Reproducible with: 2018.4.22f1, 2019.3.13f1, 2020.1.0b8, 2020.2.0a10
Note: "Account" and "Layout" dropdowns also don't have tooltips
