"The system cannot find file specified" error while opening the project for the first time
How to reproduce:
1. Open the attached "ReproProject"
2. Observe the "The system cannot find the file specified" error
3. Force quit or cancel it
4. Open the project again, now it opens fine
Expected result - Project opens from the first launch, without any error
Actual result - Project opens from the second launch, "The system cannot find file specified" error occurs first time

Reproducible with - 2017.1.0a5
Not reproducible with - 2017.1.0a4, 5.6.0f2, 5.5,2p3, 5.4.5f1
Notes:
1. To reproduce the issue again, just extract the project zip file again
2. Doesn't seem to reproduce on macOS
3. Deleting Library folder resolves the problem

Happens for me in any Unity-Version
Most tried version in 2021.3.11f1
Deleting the library folder as stated does not resolve the problem.
not even reinstalling the whoel unity + VC.
Happens at any prject I want to load.
