Terrain brush functionality is disabled in second Inspector when locked initial Inspector is closed
How to reproduce:
1. Create a new project
2. Create a Terrain (right-click in the Hierarchy tab -> 3D object -> Terrain)
3. Select Tree brush and add a tree
4. Add one more Inspector tab (right-click on any tab -> Add Tab -> Inspector)
5. Lock the functioning Inspector tab AND create new Terrain
6. While having "Paint functionality disabled" Inspector open, close the functioning locked Inspector
Expected result: Terrain brush functionality is working
Actual result: Terrain brush functionality is disabled
