SetValueWithoutNotify doesn't work when integerField have its isDelayed property set as true
How to reproduce:
1. Open the attached project named Case_1178168
2. Go to Window -> UI Elements ->Test
3. Observe the Int Field value
Expected result: The field value is 2 as it was set using SetValueWithoutNotify in the script
Actual result: The field value is 0
Reproducible with: 2019.2.2f1, 2019.3.0a12, 2020.1.0a1
Could not test with: 2017.4.32f1, 2018.4.7f1(Missing UnityEngine.UIElements and UnityEditor.UIElements namespaces)
