Secondary hidden Hierarchy windows pop up when a new gameObject is created in another Hierarchy window
How to reproduce:
1. Open the attached 'project-1190664.zip' project
2. In the open Hierarchy window create a new gameObject
Expected result: locked and hidden Hierarchy window does not pop up (become active)
Actual result: locked and hidden Hierarchy window pops up
Reproducible with: 2017.4.33f1, 2018.4.11f1, 2019.2.8f1, 2019.3.0b7, 2020.1.0a8
