Scene Toolbar's Icons are wrong when using Hand, Orbit and Zoom Tools
How to reproduce:
1. Create a new Project
2. Press on the Hand Tool Icon in the Scene Toolbar
Expected Behaviour: The Hand Tool Icon is shown in the Toolbar
Actual Behaviour: The Zoom Tool Icon is shown in the Toolbar
Reproducible with: 2019.1.0a10, 2019.2.0b7, 2019.3.0a7
Not reproducible with: 2017.4.29f1, 2018.4.2f1, 2019.1.0a9
Note: If you use ALT + Right-Click or ALT + Left-Click you can see that other Icons are affected too.
