Rotate tool rotates to incorrect values when enabling snapping while rotating in Global Tool Handle
How to reproduce:
1. Create a new project
2. Create any GameObject
3. Select the created GameObject in Hierarchy
4. Select the Rotate tool
5. Set the Tool Handle to Global
6. Rotate the GameObject along any axis using the handles
7. While still holding the mouse button and rotating, hold Control to enable snapping
8. Rotate the GameObject with snapping on
9. Observe the GameObject's Rotation value in Transform in the Inspector
Actual result: The Rotation value does not get snapped to the exact closest number depending on Snapping setting (e.g 10.266 to 14.998)
Expected result: The Rotation value gets snapped to the exact closest number depending on Snapping setting (e.g 11.965 to 15)
Reproducible with: 2023.1.0a1, 6000.0.72f1, 6000.3.13f1, 6000.4.2f1, 6000.5.0b3, 6000.6.0a2
Reproducible on: Windows 10 (By user), Windows 11
Not reproducible on: No other environments tested
Note: Also reproducible in Grid Tool Handle, but not reproducible in Local
