Reflection probe is dark when baked via the Lighting window

How to reproduce:
1. Open the attached “IN-139535“ project
2. Open the “OutdoorsScene” scene
3. Open the Lighting window (Window > Rendering > Lighting) and click the Generate Lighting button
4. Wait until the generation finishes
5. Observe the Game view

Actual result: The Game view is dark
Expected result: There are reflections visible in the Game view

Reproducible with: 2023.1.0a1, 6000.0.72f1, 6000.3.13f1, 6000.4.3f1, 6000.5.0b4, 6000.6.0a2

Reproducible on: Windows 11
Not reproducible on: No other environments tested

Workaround: Bake Lighting Probes via the Reflection Probe Component’s button “Bake“ (Render Settings)

Notes:
- This seems to happen due to HDBakedReflectionSystem.Tick rendering the probes without setting `reflectionProbeBaking = true`, unlike in HDBakedReflectionSystem.BakeProbes, which works correctly
- For the workaround to work, the GI cache has to be cleared
