Profiler's Raw Hierarchy/Timeline toolbar/panel cannot be resized when the Profiler window is resized and high resolution / DPI
How to reproduce:
1. Create a new project
2. Dock Profiler window
3. Resize Profiler window
4. Resize Profiler's Hierarchy/Raw Hierarchy or Timeline panel (or maximize the Profiler window)
Expected result: the panel is resizable
Actual result: the panel is not resizable
Reproducible with: 2020.1.0b9, 2020.1.0b10, 2020.2.0a10, 2020.2.0a13
Not reproducible with: 2018.4.23f1, 2019.3.15f1 , 2020.1.0b8, 2020.2.0a9
Notes:
* Did not reproduce on 1080p 100% DPI (1920x1080)
* Reproduced on 1440p 125% DPI (2560x1440)
