[Profiler] Timeline View Vertical Scroll bar sometimes is not interactable when clicking in the Scroll bar field
How to reproduce:
1. Open the attached "case_1280332.zip" project
2. Open the Profiler
3. Capture some Data
4. Select CPU Usage
5. In the Timeline view, expand the Threads
6. In the Timeline view, try clicking the Vertical Scroll bar field
7. Observe the Scroll bar
Expected result: The Scroll bar moves to the click location
Actual result: Sometimes Scroll bar does not move, jumps to a different location, or disappears
Reproducible with: 2018.4.27f1, 2019.3.0f1
Not reproducible with: 2019.3.0f2, 2019.4.11f1, 2020.1.7f1, 2020.2.0b5
