Particle System Stop Action is not called when Culling Mode is set to "Pause and Catch-up" and Particle System is off camera
Steps to reproduce:
1. Open users attached project "Shuriken_Bug_Repro"
2. Enter Play mode
3. Wait until the Main Camera is enabled again
4. Notice that Particle System is still in the Hierarchy Window
Expected results: Particle System is Deleted after it stops emitting
Actual results: Particle System is not destroyed after it stops emitting offscreen
Reproducible with: 2018.3.0b2, 2018.4.3f1, 2019.1.9f1, 2019.2.0b7, 2019.3.0a8
Not Reproducible with: 2017.4.29f1, 2018.3.0b1
Note: Particle System Culling Mode appeared in 2018.3.0b2
RichardK proposed fix:
- Maintain a list of offscreen systems that use a stop action (build based on when we add/remove from the active systems list)
- Check them each update, to see if they have stopped whilst offscreen
- Fire event and remove from list, if needed
