Particle System Start Delay will not work when using Rate Over Distance emission
How to reproduce:
1. Open the attached project
2. Open SampleScene
3. Press Play
Expected result: The particles are emitted after a 5-second delay
Actual result: The particles are emitted instantaneously
Reproducible with: 2018.4.30f1, 2019.4.19f1, 2020.2.4f1, 2021.1.0b7, 2021.2.0a4
