OnAudioFilterRead does not affect signal on AudioListener after enable

Steps to reproduce:

  1.  Unzip the attached file OAFR-listener-bug.zip
  2.  Open the contained Unity project
  3.  Open the scene SampleScene
  4. Enter play mode
  5. Observe audio is playing
  6. Enable the component Distortion OAFR, which is attached to the Main Camera game object

Actual results: 
Nothing happens.

Expected results: 
The playing audio is noticeably distorted.

Notes:
As this was discovered during testing of UUM-114268, there is already a test written. When a fix is ready, re-enable the currently ignored test case {{ToggleEnabledStateOfEffect_WhilePlaying_AffectsSignalAsExpected(Prefab,AudioListener,Custom,Disabled)}}. This is done by removing the conditional here.
