[Mac]Build Settings window goes behind the editor while trying to add scene from project window
Steps To Reproduce
1. Create a new project
2. File > Build Settings
3. Click on any scene in the project window to drag and drop in the Build Settings window
Expected Result: Build Settings window stays in focus
Observed Result: Build Settings window goes behind the Editor
Reproducible On: 2020.1.0a13, 2019.3.0b8
Not Reproducible On: 2019.3.0b7
Environment: Occurs only on Mac
