Saving changes in PrefabMode dirty the main scene when Layout Group components are present
How to reproduce:
1. Open tester-attached project (VLG_Prefab_Bug.zip)
2. Open the SampleScene
3. Make sure the Scene does not have unsaved changes. Open the Panel prefab in the Project window
4. Reorder the Panel's children/add a new empty GameObject and then reorder Panel's children to dirty the Prefab
5. Save the Prefab and exit Prefab Mode
Expected result: the Scene is not dirtied
Actual result: the Scene is dirtied
Reproducible with: 2018.4.26f1, 2019.4.8f1, 2020.1.2f1, 2020.2.0a20
