DrawMesh (and similar) from CommandBuffer does not add gpu timestamps so time in profiler is 0
Step:
1. Open repro project attached by QA
2. Enter play mode
3. Open profiler, search "headlight"
4. Observe item "headlight" item, it records 0 ms time
5. Add GPU Usage on profiler, "headlight" item records 0 draw call
Reproducible in: 2019.2.0a5
