Reproduction steps:
1. Create a new project
2. Install Visual Effect Graph in Package Manager (Window > Package Management > Package Manager)
3. Create > Visual Effects > Visual Effect Graph
4. Observe the Create new VFX Asset window

Actual result: Window contents load after a significant delay (~25 seconds)
Expected result: Window contents appear immediately or after short delay

Reproducible with: 6000.6.0a4
Not reproducible with: 6000.0.74f1, 6000.3.14f1, 6000.4.5f1, 6000.5.0b6, 6000.6.0a3

Reproduced on: Windows 11, macOS Tahoe 26.4 (M4)
