[HDRP/URP] Changes made to Decal Project Prefab in the Inspector are not saved
How to reproduce:
1. Open the project “IN_30113”
2. Select “Decal Projector” Prefab in the Project window
3. In the Inspector change values of “Projection Depth” and “Size”
4. Save the project and close the editor
5. Reopen the project and repeat step 2
6. Observe the changed values
Expected result: changes are saved
Actual result: changes are not saved
Reproducible with: 2021.2.0a10, 2021.3.19f1, 2022.2.7f1, 2023.1.0b5, 2023.2.0a3
Not reproducible with: 2020.3.45f1, 2021.2.0a9
Reproducible on: Windows 10 Pro
