Camera with forward rendering and non-standard viewport rect rendering to RT does not render full view
Steps to reproduce:
1. Open user attached project (Camera_with_non-standard_viewport_rect__rendering_to_RT)
2. Open the Repro scene
3. Select Main Camera
4. Switch to forward rendering
5. Observe that only halfwidth of view is rendered to render texture
Expected result: full view should be rendered to render texture
Reproduced in: 2017.3.0a2, 2017.2.0b5, 2017.1.0p2, 5.6.3f1, 5.5.4p2, 5.4.6f1
