[Burst] Burst error BC0102: Unexpected internal compiler error(System.FormatException) when executing a job
How to reproduce:
1. Open user-submitted project (906451_burst.zip)
2. Open the Burst Inspector(Jobs > Burst > Open Inspector)
3. See the Assembly tab(use the 'Refresh Disassembly' button if using earlier versions of Burst)
Expected result: no errors are thrown, the compilation is successful
Actual result: exception/errors are thrown
Reproducible with: 2018.4.27f1(Burst 1.1.1, 1.4.0 - preview.4), 2019.2.0a10(Burst 1.0.0)
Not reproducible with: 2019.2.0a11(Burst 1.0.0), 2019.4.10f1, 2020.1.6f1, 2020.2.0b3(Burst 1.1.1, 1.4.0-preview.4)
