Audio Mixer Group Duck Volume Effect does not receive signal input when sending signal from another Audio Mixer Group

How to reproduce:
1. Open the "SampleScene" Scene in the attached "case_1150703.zip" Unity project
2. Select the "Master" Audio Mixer in the Project tab
3. Navigate to the Audio Mixer tab and select the "Music" Audio Mixer Group
4. Press "Play" and observe the Duck Volume Effect in the Inspector tab

Expected result: the Duck Volume Effect receives input from the "Dialogue" Audio Mixer Group
Actual result: the Duck Volume Effect does not receive any input

Reproducible with: 2019.1.0f2, 2019.2.0a14, 2019.3.0a1
Not reproducible with: 2017.4.26f1, 2018.4.0f1, 2019.1.0a12

    The earliest 2019.1.X version that has Ducking working again for me is 2019.1.9f1 for me. All versions below that one still don't show input signal in the Ducking effect. (Tested unsuccessfully in 2019.1.0f2 and 2019.1.8f1, so I assume everything in between is broken as well)

    It says fixed in 2019.1 but it's not, I can still see this in 2019.1.4f1.

    Can this be backported to 2019.2? It's an important issue for us :)
