Asset Importer tags user added files with DELETE tag in Package Import window when package contains same folder name
How to reproduce:
1. Open attached project ("ReproP.zip")
2. Import "UpdatedPackage.unitypackage"
Expected result: Folders/files are not tagged with DELETE tag
Actual result: Folders/files are tagged with DELETE tag
Reproducible with: 2019.3.0a9, 2019.3.0b10, 2020.1.0a14
Not reproducible with: 2017.4.34f1, 2018.4.13f1, 2019.2.13f1, 2019.3.0a8
