[Android] Major performance drops in 64-bit Android with PhysX on Huawei Mate 20 and Mate 20 Pro



To reproduce:
1. Open the QA's attached project
2. Make sure only ARM64 is selected in the Player Settings
3. Build and run the provided scene on Huawei Mate 20 or Mate 20 Pro
4. Once the package is opened, connect the Profiler
5. Tap on "Normal" to begin the simulation and observe the Physics spikes in the profiler

Expected: The framerate stays in mid 50 fps
Actual: Framerate spikes in Physics all the way down to 15 fps

Reproduced with ARM64 Builds in 2017.4.18f1, 2018.3.4f1, 2019.1.0b2, 2019.2.0a3

    Was it fixed in 2018.4? Still lots of performance problems with this version, getting lots of negative reviews on Play Store on certain devices...
    One seems related to Debug.Log messages (avoiding them helps a bit), other is unknown for me... It may be this one.
