[Android] [IL2CPP] Crash on startup when starting almost all available threads from the device's thread pool
To reproduce:
1. Open the user's attached project
2. Untick "Export Project"
3. Build and Run on Android device
Expected: App runs
Actual: Roughly half of the time the app crashes right after the splash screen
Reproduced with: 2019.2.10f1, 2019.3.0b7, 2020.1.0a9 on Android(IL2CPP .Net 4.x and .Net Standard 2.0), Mac(IL2CPP)
Not reproduced on Android (Mono), Windows (IL2CPP, Mono), iOS
